While Kelly said breaking up teams for salary reasons negatively impacts fans, Silver said after the Board of Governors meeting that it was \u201ccertainly not an unintended consequence\u201d of the CBA.<\/span><\/p>\n<p><span>\u201cWhen you have a salary system in place as we do, every general manager is going to need to make mixed basketball and business decisions,\u201d he said. \u201cFrankly, they make them regardless of whether you have a cap. You see that in other sports. People manage to budgets. People recognize that you can\u2019t \u2014 at some point, you can\u2019t have unlimited resources, whether it\u2019s for a team or any business.<\/span><\/p>\n<p><span>\u201cIn the case of a league, it\u2019s in essence zero sum. Silver pointed out market size\u00a0wasn\u2019t\u00a0discussed in the San Antonio-New York NBA Finals because each team has equal resources to succeed.<\/span><\/p>\n<p><span>\u201cThe purpose of the system is ultimately to create competition throughout the league, and from that standpoint, I think the system is working incredibly well,\u201d Silver said. \u201cThe goal\u00a0isn\u2019t\u00a0necessarily to have a different champion every year, but\u00a0we\u2019ve\u00a0had eight different champions over the last eight years. Stevens said on July 6 that if Jaylen Brown\u2019s salary counted less against the cap because he was a Celtics-drafted player, the franchise may not have felt it needed to trade him for a more manageable contract.<\/span><\/p>\n<p><span>While such an adjustment appears sensible \u2014 such as lowering the maximum salary cap hit from 35 percent to 25 percent for homegrown players \u2014 Silver\u00a0wasn\u2019t\u00a0so convinced that move would be a minor change.<\/span><\/p>\n<p><span>\u201cOne person\u2019s tweak is another person\u2019s overhaul to the system,\u201d he said. \u201cI think at the time we sit down to negotiate a new collective bargaining process, a new collective bargaining agreement, my hunch is there will be things that the players will want, and as usual, there will be things that the teams want. And once again,\u00a0we\u2019ll\u00a0look at all those issues in totality and see what makes the most sense. But as I always have,\u00a0we\u2019ll\u00a0begin by stating our objectives.<\/span><\/p>\n<p><span>\u201cOur objective here is to have a system financially that makes sense for the league and fairly rewards the players. That\u2019s just sort of the pure remuneration. But then also have a system that enables every team, regardless of market size, regardless of the depth of the pockets of the ownership group, to compete on a level playing field. The system is not perfect, far from it. There\u2019s always things that both sides want.\u201d<\/span><\/p>\n<p><span>The NBPA has a right to opt out of its agreement with the league in 2029, and it\u2019s become apparent the players have an issue with the second apron and players being moved because teams refuse to deal with those repercussions.
